Internet Explorer can be managed through two areas of the GPEdit "namespace" - through the Internet Explorer Maintenance node and via Administrative Templates. In general, the Internet Explorer team looks towards Admin Templates first when deciding on how to policy their application and, as evidence of this, added several hundred new polocy settings in Windows XP Service Pack 2, all under the Administrative Templates node.
